Agriculture has been called to conform to the same standard as the construction industry. With misinformation that trailers aren't subject to an MOT test, so they aren't held accountable to any standard of inspection and service circulating within our industry, it isn't surprising that we find ourselves in this position. The Provision and Use of Work Equipment Regs 1992 [PUWER] regulation 6 [2]

along with the new British Standard 14200/2023. Every employer shall ensure that

work equipment exposed to conditions causing deterioration which is liable to result

in dangerous conditions is inspected:-

[a] at suitable intervals; 12 months in the case of the Tilly Pass and [b] each time

exceptional circumstances occur that are likely to jeopardise the safety of the work

equipment, to ensure that health and safety conditions are maintained and that any

deterioration can be detected and remedied in good time.

The Tilly Pass Scheme is not just about inspection. The scheme also requires any

faults to be returned to manufacturer’s specification before a pass certificate can

be issued. This helps the Farmers to meet PUWER reg 5 [1] Every employer shall

ensure that work equipment is maintained in an efficient state, in efficient working

order and in good repair.

The Health and Safety Executive have gone on record as saying that the ‘Tilly your

Trailer’ Scheme is the most comprehensive system for inspecting and maintaining

agricultural trailers in the UK.

You may be interested to know that the HSE are taking action against any persons

or companies that claim a partial test such as a brake efficiency test is equally
