Tilly Pass are launching their Winter training for technicians wanting
to become Tilly Authorised to inspect and service O2 trailers. We are working closley with Mark Skinner who will be leading a number of courses. Successful candidates will receive the appropriate UK Rural Skills certification and become authorised to Tilly Pass. https://www.markskinnerttc.com
We welcome Mark to the Tilly Pass Team. Together we will be working hard to help the agricultrual, constrution, trade and contracting industry to meet the changes we expect to see over the Winter service period. With a growing number of life changing and fatal crashes over the last few weeks it has become more apparent than ever that all towing must comply to the requirements of the Health and Safety Provision and Use of Work Equipment Regs 1992 [PUWER] regulation 6 [2]
along with the new British Standard 14200/2023. Every employer shall ensure that
work equipment exposed to conditions causing deterioration which is liable to result
in dangerous conditions is inspected:-
[a] at suitable intervals; 12 months in the case of the Tilly Pass and [b] each time
exceptional circumstances occur that are likely to jeopardise the safety of the work
equipment, to ensure that health and safety conditions are maintained and that any
deterioration can be detected and remedied in good time.
The Tilly Pass Scheme is not just about inspection. The scheme also requires any
faults to be returned to manufacturer’s specification before a pass certificate can
be issued. This helps the Farmers to meet PUWER reg 5 [1] Every employer shall
ensure that work equipment is maintained in an efficient state, in efficient working
order and in good repair.
The Health and Safety Executive have gone on record as saying that the ‘Tilly your
Trailer’ Scheme is the most comprehensive system for inspecting and maintaining
agricultural and all other trailers in the UK.

or companies that claim a partial test such as a brake efficiency test is equally
effective.
